Resident Scholar - Institute for Policy Innovation
Merrill Matthews, Ph.D., is a resident scholar with the Institute for Policy Innovation, a research-based, public policy “think tank.” He is a health policy expert and weekly contributor at Forbes.com. He also serves as Vice Chairman of the Texas Advisory Committee of the U.S. Commission on Civil Rights.

Dr. Matthews is a past president of the Health Economics Roundtable for the National Association for Business Economics, the largest trade association of business economists. Dr. Matthews also served for 10 years as the medical ethicist for the University of Texas Southwestern Medical Center’s Institutional Review Board for Human Experimentation, and has contributed chapters to several books, including Physician Assisted Suicide: Expanding the Debate and The 21st Century Health Care Leader and, in 2009, Stop Paying the Crooks (on Medicare fraud).

He has been published in numerous journals and newspapers, including The Wall Street Journal, Investor’s Business Daily, Barron’s, USA Today, Forbes magazine and the Washington Times. He was an award-winning political analyst for the USA Radio Network.

Repeal and Replace
It’s been six-and-a-half long years of “repeal and replace” rhetoric, with only a vague notion of what the “replace” part would look like—until now. President-elect Donald Trump’s decision to name Georgia Rep. Tom Price as the new secretary of the Department of Health and Human Services (HHS) gives us a pretty good idea.

Unlike former HHS Secretary Kathleen Sebelius, who understood neither healthcare nor health policy, Price, a doctor, understands both. He introduced his own Obamacare replacement plan in 2013 and updated it in 2015.

And Price’s plan, which seeks to create a consumer-driven health care model and is already in legislative language, is very similar to House Speaker Paul Ryan’s “A Better Way” health care reform outline released earlier this year. All of which means the Price plan will likely provide the framework for the Republican plan.
Tommy Nelson
Senior Pastor - Denton Bible Church
Tommy Nelson, has served as pastor of the Denton Bible Church of Denton, Texas, since 1977. He is also a national platform speaker for the Fellowship of Athletes, Campus Crusade for Christ and other national ministry organizations. Tommy graduated from the University of North Texas, and then received his Master of Arts in Biblical Studies degree from Dallas Theological Seminary. He has been the speaker for the METRO Bible Study in Dallas, Texas, since 1993. METRO is an inter-denominational Bible study reaching approximately 3,000 young adults each week. Tommy and his wife, Teresa, have two sons, Benjamin and John Clark. They live in Denton, Texas.
