Prior to joining WL Ross, he was the Director of the Federal Housing Finance Agency, regulator of Fannie Mae, Freddie Mac and the Federal Home Loan Banks, and its predecessor agency, the Office of Federal Housing Enterprise Oversight starting in 2006.

As President Geroge H. W. Bush once said, "There is nothing more fulfilling than to serve your country and your fellow citizens, and to do it well." Underwater is about trying to do it well.

Having authored or edited more than 40 volumes and contributed to more than 80 other books, Dockery has earned acclaim for his works in the areas of Christian education, Baptist studies, and biblical interpretation.
A native of Alabama, Dockery holds degrees from the University of Alabama-Birmingham (B.S.; he previously attended the University of Alabama-Tuscaloosa), Grace Theological Seminary (M.Div.), Southwestern Baptist Theological Seminary (M.Div.), Texas Christian University (M.A.), and the University of Texas system (Ph.D.), as well as additional study at Drew University. He has been married to Lanese for more than 48 years. They have three married sons (Jon and Sarah, Ben and Julie, and Tim and Andrea) and eight grandchildren. Their travels have taken them to the various regions of the United States and Canada, as well as to Europe, Latin America, Asia, Africa, Australia, and the Middle East. Dockery was baptized and ordained at Hunter Street Baptist Church in Birmingham, AL, where he and Lanese also were married. They are currently members at First Baptist Church, Benbrook, TX.
