Judge Francis returned to the Dallas County District Attorney’s Office as an Administrative Chief in charge of training new prosecutors. Judge Francis trained over 200 attorneys for the District Attorney’s Office before leaving the office to go into private practice.
Born in Lincoln, Nebraska and raised in Dallas, Texas, Judge Francis is the daughter of Charles and Catherine Liu. She is the oldest of four children. A graduate of the University of Texas at Austin, Judge Francis enjoys spending time with her nieces and nephews and traveling with her husband, Judge Robert Francis. A classically trained pianist and singer, Judge Francis is an avid reader and loves musical theatre.
Under President Ronald Reagan, he acted as the Assistant Secretary of Defense for International Security Policy. He served as chairman of the High Level Group (NATO’s senior politico-military committee) and as the Deputy Assistant Secretary of defense for Nuclear Forces and Arms Control Policy under Assistant Secretary Richard Perle. He was also a Professional Staff Member on the Senate Armed Services Committee.
Mr. Gaffney is the lead author of War Footing. He hosts Secure Freedom Radio. He appears often on national and international television networks such as Fox News, CNN and BBC. Over the years, his op.ed. articles have appeared in many publications. Mr. Gaffney’s leadership has been recognized by numerous organizations.
Mr. Gaffney received a B.S. in Foreign Service from Georgetown University and an M.A. from Johns Hopkins School of Advanced International Studies. He and his wife Marisol live in the Washington, D.C. area.
