He has spent forty-eight years teaching in prisons, juvenile detention centers and men’s homeless shelters. Bill is currently the Founder/President of Abiding Fathers. This was born out of the burden on his heart that the number one issue in America today is the absentee father. He has written and published five books and authors Life Today, a weekly online message and a weekly devotional. Bill lives in Dallas, Texas with his wife, Joanne, of 61 years. They have two daughters, five grandchildren (one married), and one great granddaughter.

Prior to being elected to serve in Congress, Louie was elected to three terms as District Judge in Smith County, Texas. He was later appointed by Texas Governor Rick Perry to complete a term as Chief Justice of the 12th Court of Appeals. Louie received his undergraduate degree from Texas A&M University and later graduated from Baylor School of Law. He is also a veteran having served his country as Captain in the U.S. Army.
