CPRC was founded by Dr. John R. Lott, Jr., an economist and a world recognized expert on guns and crime. Lott has held research or teaching positions at various academic institutions including the University of Chicago, Yale University, the Wharton School of the University of Pennsylvania, Stanford University, and Rice University, and was the chief economist at the United States Sentencing Commission during 1988-1989. He is currently a Fox News columnist. He holds a Ph.D. in economics from UCLA. Lott is a prolific author for both academic and popular publications. He has published over 100 articles in peer-reviewed academic journals and written eight books, including “More Guns, Less Crime,” “The Bias Against Guns,” and “Freedomnomics.” His most recent book is “Dumbing Down the Courts: How politics keeps the smartest judges off the bench.” Nobel laureate Milton Friedman noted: “John Lott has few equals as a perceptive analyst of controversial public policy issues.” He has been one of the most productive and cited economists in the world (during 1969 to 2000 he ranked 26th worldwide in terms of quality adjusted total academic journal output, 4th in terms of total research output, and 86th in terms of citations). Among economics, business and law professors his research is currently the 25th most downloaded in the world. He is also a frequent writer of op-eds.

His book, Illuminated: Help for Your Thought Life by Understanding How You Can Think, is an elaboration of chapter 3 of Miracles by CS Lewis. John earned a B.A. from the University of Illinois in 1975. He is a member of The Chapel, Sandusky/Norwalk/Port Clinton Ohio. He has been a member of the Gideons for 18 years. He resides in Monroeville, Ohio with Shelley, his wife of 46 years. They are the parents of five adult sons and four daughters-in-law, and have 12 beautiful grandchildren. In 2005, Smithbaker launched the Fathers in the Field ministry to share God’s abiding love with fatherless boys through mentorship with godly men in their local church. His desire is to be a catalyst for the Kingdom by “defending the cause of the fatherless,” pointing others to the Heavenly Father’s eternal power, forgiveness and faithfulness. Smithbaker is the author of “Man Enough to Forgive: Healing the Wounds of Fatherhood Abandonment” and “The Great American Rescue Mission: Reaching and Healing the Fatherless,” which clearly makes the connection between the destruction of families, the eroding roles of men in the home, and the ills of American culture – and charts a path to restoration by coming alongside the wounded fatherlessness across the country. John Stemberger attended Florida State University where he studied political science and philosophy before obtaining a Juris Doctorate of Law at the Cumberland School of Law at Samford University. After legislative internships in both the Florida House and Senate, Stemberger worked with attorney Ken Connor in Tallahassee for several years and then served as the lobbyist for Florida Right to Life with Connor in 1989. In 1992, he was appointed as the Political Director of the Republican Party of Florida during the final campaign of former President George H. W. Bush. Stemberger has been quoted in news and media sources as an expert on law, policy, culture, and politics including in the New York Times, Wall Street Journal, Time, The Economist and National Public Radio. Starting in 2001, Florida Governor Jeb Bush twice appointed Stemberger to the Judicial Nominating Commission (JNC) for the Ninth Judicial Circuit of Florida, where he served for eight years screening and recommending new judge candidates in Central Florida. In addition to the private practice of law, in 2004Stemberger became the President of the Florida Family Policy Council(FFPC). Since starting the FFPC he served as Chairman of the campaign to amend Florida’s Constitution to define marriage as the union of one man and one woman which was adopted by 61.9% of Florida voters in 2008. He has also launched Strong Marriages Florida, a statewide coalition campaign, to reduce the divorce rate and strengthen marriages across Florida. Most recently, as an Eagle Scout and former Scoutmaster, John was one of the primary founders for Trail Life USA. Most importantly, he has been married to his wife Olivia for twenty-seven years and they have four children Joseph, Benjamin, Hannah, and Rachel.
