Merrill Matthews, Ph.D., is a resident scholar with the Institute for Policy Innovation, a research-based, public policy “think tank.” He is a health policy expert and weekly contributor at Forbes.com. He also serves as Vice Chairman of the Texas Advisory Committee of the U.S. Commission on Civil Rights. Dr. Matthews is a past president of the Health Economics Roundtable for the National Association for Business Economics, the largest trade association of business economists. Dr. Matthews also served for 10 years as the medical ethicist for the University of Texas Southwestern Medical Center’s Institutional Review Board for Human Experimentation, and has contributed chapters to several books, including Physician Assisted Suicide: Expanding the Debate and The 21st Century Health Care Leader and, in 2009, Stop Paying the Crooks (on Medicare fraud). He has been published in numerous journals and newspapers, including The Wall Street Journal, Investor’s Business Daily, Barron’s, USA Today, Forbes magazine and the Washington Times. Bauer served in President Ronald Reagan's administration for all eight years, as Under Secretary of Education and Chief Domestic Policy Advisor. After leaving the Reagan White House, Bauer became President of the Family Research Council and a Senior Vice President of Focus on the Family. Bauer took his pro-family, pro-life message across the country during the 2000 Republican presidential primaries and debates. Bauer served as a Trump appointee to the U.S. Commission on International Religious Freedom.For several years, he co-hosted the Bauer & Rose Show on the Sirius XM Network and the Bauer & Rose Podcast which was featured on Just The News.Today, he serves as President of American Values, an educational non-profit public policy organization, and as Chairman of Campaign for Working Families PAC, which is dedicated to electing conservative candidates to Congress. Bauer also serves as Senior Vice President of Public Policy for the Dr. James Dobson Family Institute.In 1973, Bauer received his law degree from Georgetown Law School in Washington, D.C.  He is married to the former Carol Hoke, and lives in Virginia.
