He was a successful back-up and starting quarterback for the Rams, Forty-Niners, Seahawks and Eagles. Jeff and his father, former vice-presidential candidate and H.U.D. Secretary Jack Kemp, were the first of only five father-son NFL quarterback combos. Jeff’s free agent story, ups and downs, and history facing blitzes both on and off the field provide him with a great breadth of experience from which to draw insights and illustrations and to keep audiences both riveted and engaged. Jeff holds a B.A. in Economics from Dartmouth College and an M.B.A. from Pepperdine University. After his football career ended in 1992, Jeff dedicated himself to public service, and founded Stronger Families in the Pacific Northwest, which he led for eighteen years. Following a tumultuous teenage experience, Jeff was led into a relationship with Jesus Christ, and everything changed. Once told by his high school English teacher, “Jeff Kinley, you will never amount to anything in life!,” Jeff went on to have a successful pastoral ministry and to write over 25 books, becoming a nationally-known speaker. Jeff’s experience and expertise in explaining God’s truth is well-known. He has been a featured guest on such shows as Fox&Friends, The GlennBeck Show, The Ben Shapiro Show, and hundreds of national radio and television programs. Before becoming an attorney, James had been a productive member of society working as an exploration geologist in the late 1970s throughout the southwestern United States. However, after several years of dealing with irrational government bureaucrats and environmental policies untethered from reality, James decided that what the world needs is more lawyers — if they are willing to fight for rationality in regulatory regimes, property rights, and liberty. James attended the University of Arizona College of Law in Tucson, where he served as an editor for the Law Review and received a J.D. degree in 1983. He had previously received a Masters degree in geological sciences from Brown University and an undergraduate degree from Hamilton College in New York. James received the Professional Achievement Award from the University of Arizona Alumni Association in 2018. James has worked with Pacific Legal Foundation since 1983, litigating cases from Alaska to Florida. He is a member of the Federalist Society’s Environmental Law and Property Rights Practice Group’s Executive Committee, a member of the American College of Real Estate Lawyers, and an honorary member of Owners Counsel of America, an organization comprised of eminent domain attorneys who represent property owners. The Owners Counsel awarded James its Crystal Eagle award in 2013. In 2022, James was awarded the Brigham-Kanner Property Rights Prize at the William & Mary College of Law. The prize is awarded annually to an individual whose work has advanced the cause of property rights and has contributed to the overall awareness of the important role property rights occupy in the broader scheme of individual liberty. In 2001, James successfully argued a major property rights case, Palazzolo v. Rhode Island, before the United States Supreme Court, a case which affirmed that rights in regulated property do not disappear when land is bought and sold. He has written extensively on all aspects of property rights and environmental law and frequently speaks on these subjects throughout the nation. When James is not suing the government, he enjoys skiing faster than he should, bicycling, hiking, swimming, and spending quality time with his wife, family, and grandchild.

Jeff Laughlin works with the International Military Ministry of Cru. He and his wife Carol moved their family of 5 kids to the former communist country of Belarus in 1992 and started a Bible college to train young pastors and plant churches. They left in 2007, when the government kicked out the American embassy and most missionaries. After a year and half in Lithuania, they moved to Ukraine and lived in Bucha. When Russia invaded Crimea in 2014, they began to help believers who were bringing supplies to Ukraine soldiers at the front. These men not only provided needed supplies, but risked their own lives sharing the gospel. Thus evangelical chaplaincy was born in Ukraine. The Laughlins printed books about PTSD and held conferences with American chaplains for Ukrainian military, chaplains, and psychologists. One of these books, When War Comes Home, is for the wives of military service members. Jeff has sent many church planters, but praying over a chaplain as he goes off to war—possibly never to return—has redefined his definition of serving Christ. These men are patriots who love their country and bring Christ to where He is needed most.
