Kelly Shackelford, Esq., has been president and CEO of Liberty Institute since 1997. Mr. Shackelford is a constitutional scholar who has argued before the United States Supreme Court, testified before the U.S. House and Senate on constitutional issues, and has won three state landmark First Amendment and religious liberty cases in the past few years alone. He was recently named one of the 25 greatest Texas lawyers of the past quarter century by Texas Lawyer, and is the recipient of the prestigious William Bentley Ball Award for Life and Religious Freedom Defense for his leadership and pioneering work protecting religious freedom.

Garrett Bell serves as Associate Counsel at First Liberty Institute. Prior to joining First Liberty Institute in April of 2025, Garrett began his career in private practice, handling sophisticated real estate transactions across the country, including commercial and residential acquisitions, leasing, development agreements, and agreements related to the governance of large mixed-use and master-planned communities.Garrett earned his law degree from Washington University in St. Louis School of Law in 2022. While in law school, he was the Vice President of the WashU chapter of Federalist Society, an Associate Editor to the WashU Journal of Law and Policy, and a teaching assistant for the acting-WashU Law Dean Russell K. Osgood. Garrett has served as a law clerk in Tennessee’s Office of Solicitor General, as well as DOJ’s Federal Bureau of Prisons. In his last year of law school he had the privilege of externing in the Special Victims Unit of the St. Louis Circuit Attorney’s Office, and in the U.S. Attorney’s Office for the Central District of Illinois.Before attending law school, Garrett graduated summa cum laude from the University of Kentucky in 2018 with a Bachelor’s degree in both Sociology and Political Science.
